Oh, I may have misunderstood. If you are looking for the "Neopets 20th Birthday Goodie Bag", it can be found in the "Toy Shop", located in "The Neopian Bazzar", here:

And wow, having just checked out what's actually IN the bag... that's an ugly and supremely lazy item! I mean I know the stuff in these bags typically falls firmly into the category of "there's a reason why it's a freebie", but dayum.
