I've seen the second hand store and money tree be out of items (regularly) but never the rubbish dump!  Maybe the composting and recycling efforts around Meridell are finally starting to pay off!

I think what it is actually is everybody is grabbing items for the faerie festival plot

Is the plot live?  Did I miss it, or is it just guessing as to what may or may not be needed?

It's an event, not a plot, and it was delayed to October 2nd. I guess the extra time has prompted people to gather up some last minute items, since it's supposed to be combined with 'charity corner-like elements'
