It's an NC mall item, and when you add it to your pet's customization, it appears on their face!

 

So let's say you have Regal Facepaint, which looks likes this:

 

When you add it to say a kacheek, that should look like this:

I apologize to keep you waiting on Eckert. I've been gone for a while and have just returned. I've had a busy week plus a virus ate all my files on my computer. Thank you for putting Eckert on hold so you can get to all your other requests cos I know requests pile up easily. I feel really bad for all this that has happened.
