I understand that they are phasing it out, blah blah, but I wish they were smart enough to implement something to recognize frequently visited pages and auto Allow Flash on them based off of browsing history.

It's working as intended. It can be something as simple as failing a reCAPTCHA or one of our security questions, ignoring a required field etc. The threshold is set fairly high as well.

PM me their names @Musical_Shoyru and I will approve them. Basically they failed something during registration, a secret number of times. The system automatically flags them as a spammer, thus needing manual approval of membership. It's been this level of security for some time now, most just completed the registration without any failures and don't experience this next step ?

Tough for sure but if your criteria is edible items and not the official Neopets "Food" type, then I think you have your answer. I'd still hang on to it in the off chance that the item does get changed and pets are able to eat it as it is categorized as Food after all. Lovely gallery btw ?
