What is the logic behind Turmaculus' timings?

How can I find out if/when Turmaculus will be awake just by looking at the date and NST?

I used to have a link to a petpage that predicted the times, but today I saw it's no longer updated and reverted back to whatever Neopet has for that species. Maybe you can find another prediction site? That's the best I can tell ya :(
