I went to do my dailies and upon opening Weltrude's Toy Chest I received a "prize" I have never gotten before, LINK.

The Pant Devil thing happened to me twice during my time while visiting Weltrude's Toy Chest every day. The Pant Devil event doesn't happen often, but he does stop by on rare occasions to steal your daily prize like the situation you showed me.
