It is caused by a ridge of high pressure warm air that causes everything to warm up to a few degrees above freezing long enough for everything to melt in time for the next snowfall....and they give migranes to weather-sensitive people. There's a pretty infamous incident from something like 1987 here in Britain where a poor weather guy did exactly that...it was the worst storm for something like 200-300 years.
