The portal image is called https://images.neopets.com/events/brightvale2018/portal.gif, so based on that name it does appear to be (the start of) a Brightvale related event. I wonder if it'll be another mini event like the Dragoyle thing, or if it'll be bigger in scope.

As seen from item "3", it appears the "plot" wasn't progressing due to GMC. Now that GMC is over, I think we will start moving along, again, with the plot, and hopefully new battledome challengers and new items for potion making. Also, if you go to the plot "HQ" page, there is new dialogue. And I am excited for the Month of Celebrating, too!

So I got the next task but I can't figure it out, theres no link to click or anything?
Oh i click the box and it takes me to a page with music then takes me back to the plot page I can't see whats happening.

According to a tweet from Snarkie, it mostly consists of the content/design team (hence why no news). It's rumored that a few monitors also got laid off as well.
 
Nothing is really confirmed 100% but it explains why there's been no news published on the 6th and no new content moving forward (even though it's only been one day so far) AND why the boards have been a hot mess.

While I believe the truth is that they aren't killing Neopets, I also have a hard time believing they're devoted to making the site run better. But then, I'm not sure how many people were webmasters and programmers that got the boot.

No KQ, world challenges and Kadoatery down, lag still prevalent. All we've gained since Jumpstart is laggy Candy Crush knock-off that doesn't reward the prizes claimed.
 
Maybe my standards are too high after playing for almost 15 years.
