Does anyone have any tips on when the best time to get them is? Another thing that bugs me: Shouldn't the green lipstick be in the grooming store, and not the clothing store?

These items were just released and have been activated, but they may not show up for a while. Just keep checking for them in usershops, Trading post and Auctions and eventually they'll turn up. They probably put it in the clothing store because it's a wearable item. Sometimes TNT does not make total sense when they do things. Hang in there and be patient, those items are bound to turn up soon. :)
