For anyone still trying to get it, I recommend using this technique from AvatarLog: To tie Count Von Roo, you have to play 5 seconds before an odd minute (ex: 12:02:55 am NST, 12:18:55 am NST etc) Then to win against him, you have to play 5 seconds before an even minute (ex: 12:03:55 am NST, 12:19:55 am NST etc).
