step 1 you know the 3 blank shapes are all #3 because you are given 3 of #1 and 3 of #2 already so you know

shapes are

1 2 3

1 3 3

2 2 1

 

step 2

looking at the pattern with 2 yellows You have 2 choices to place it but it has to go on the middle and bottom row because if it went on the top you would have 2 yellow #3

step 3 you now only have 1 chocie to place the pattern with the red

step 4 again you only have 1 choice to put the vertical pattern with the blue since the other 2 spots in the middle row already have colors
