Where can you get them besides the Trading Post and Neocola Machine? Can you get them as prizes?

You can get them from Kauvara's Magic Shop I believe but that's the only other place I can think of at the moment.

Dr. Sloth gives out Transmogrification Potions via Random Events. Keep an eye out out for something that looks like this while playing Neopets:

 

Something has happened!

Dr. Sloth appears and hands you a [random species] Transmogrification Potion!!!

 

This Random Event is very rare, and very many Neopet Transmogrification Potions are very valuable. If you get one, use it on a non-permie pet if you would like to get the Mutant JubJub avatar.

Aside from Random Events, it's also possible, but a really rare occurrence, to get it from the Fishing Vortex. Transmogrification potions are only given out as prizes, and can't be restocked (they're r101/Special), which is why they're generally pretty expensive.
