TNT has said that the avatar was only given to people who completed each quest before the next one was released. It doesn't have anything to do with the Edible Jelly Guide. Did you complete the quest and haven't yet gotten the Neomail? They could still be sending out the Neomails, so you'll probably still get it. They could still be sending out the Neomails, so you'll probably still get it. Plus, absolutely no one got the Jelly Guide before today. There was a glitch, and no one was given the guide when they were supposed to, TNT said in an editorial or something that they would do this.
