I know that on Neopets the third of every month everything in shops is cheaper. Today when I logged on I noticed that items are cheaper than usual. Are there two half price days?

No, just the one every third of each month. The prices in the official stores aren't static, so when they restock an item after it's sold out, the price often changes, sometimes by quite a bit!
