How old does your account have to be to Transfer a Pet

Could anyone tell me how old an account has to be before you can transfer a pet.

TDN has a nice article explaining the Neopian Pound, here: http://thedailyneopets.com/articles/neopian-pound/. The section on "Transfer A Pet" has a list of transfers per month, per account age. Basically, accounts from 0 to 23 months are allowed 1 transfer per month.
