Unfortunately you cannot get it from the Wishing Well. It gives only items with rarity of 89 or below. And the Rock is rarity 98. :(

I haven't won anything yet, but I haven't tried it on a regular basis. But seeing how many people have won stuff makes me think I should start trying. I could use a snorkle snout and a bag of peanuts.
