I don't really know the prices but you can get paint brush's as rewards when participating in competitions. I won a darigan paint brush some time ago when I entered the story telling competition. I'm not sure if the royal paint brush is available as a reward, but even if it isn't you could trade an other paint brush or expensive item you'd win? Then again I'm not sure how common it is to be given these kind of expensive items.

You can buy one in the HT for 1.75M. If your account is old enough, you can get a 3% discount one day a month (the third Wednesday). Since it's a fairly popular color, it's unlikely you can find one for much less than 3% off, so I would recommend just saving every NP you can. Sell things from your SDB and from dailies, do all the dailies (including Wheel of Mediocrity, Wheel of Excitement, and battling), play games/restock/Food Club/Habitarium/Keyquest (whichever of those you like). And don't spend NP on anything unnecessary(except stocks; they earn a better return than the bank, though they're more volatile) until you reach your goal -- no food, no clothes, no healings (use the Healing Springs), no training except what you earn through dailies, etc. Just sock it away in your bank, collect your daily interest, apply for higher interest rates as you can, and you'll be there sooner than you think. It's much easier to save the more money you have, because of the interest. I have a friend who earns 20k in interest per day, which is 7.3M NP a year. Just by clicking a button every day. So keeping a lot of money in the bank is one of the best ways to earn money quickly.

I know how hard it is when you're starting out. A few years ago, I was saving for a pirate paint brush, which at the time was worth 12M NP. But I had a goal to earn a certain amount of NP per day, and I kept a log. I had a spreadsheet of how much I wanted to save each day and how much I actually saved, and I nearly always beat my target. And that extra interest added up, and I was able to finish saving in less than 6 months (2 months earlier than my goal). I can't remember where I started; I think my goal was 1M NP per month, so probably around 6M? And I already had a full stock portfolio, which helped a ton (that's how I originally figured out that stocks were more profitable than the bank). [sad ending to the story: by finishing early, I bought my pirate paintbrush just before they were given out as an AC prize; they dropped in price over 50% within a month of my purchase. And they've fallen even farther since then, though I try not to be aware of their price, because it's still painful. Still, it felt good to have a goal and beat it, and breaking it into monthly and daily goals really helped. Especially as the interest grew, each day was a little easier than the one before.)
