I like to use Jellyneo's item database. Prices are not 100% accurate, but they're usually close.

Gummy Pirate Candies, and Treasure Map Negg should be the cheapest. Or you can just visit the Giant Jelly and Giant Omelette daily to get food. :3

Don't forget fishing with all your pets. And Movie Central (http://www.neopets.com/moviecentral/index.phtml): click on the left door, then choose a food and a pet (it's once every 24 hours). And rotate which pet goes to the healing springs (in Faerieland), which you can visit every half hour, to fill your pet. The Discarded Magical Grundo Plushie of Prosperity can also "feed" your pet, but it can also make it hungrier too (it feeds it much more often than it depletes it).

you can also keep your pets full and dont have to go finding food for them if you put them into the neolodge, it can cost as little as 5np per day and they are always full up while there. You can still play with them as usual just you dont have to feed them or worry about them getting hungry if you forget

 

If you want to do that just go to the bar at the top of neopets and click shops - then neopia central and then click the lodge which is the tall building on the right at the bottom

I would stick them in the neolodge if you're just thinking about feeding them. But if you're dirt poor you can always go to the soup faerie! O, did I mention you might catch an avatar if you go there too? ;)

I go for the Neolodge myself. I put all of my pets into Cockroach Towers for two weeks for only 70 NP per pet. Then I wait until they hit "not hungry" until I put them back.

Some of the cheapest food items can be found in the Ever Stocked General Store in Neopia Centeral or the General Store the coffee and marshmellows food is really cheap and by that i mean only 67 neopoints. All of the food there is under 434 neopoints although you can't haggle the price down the food is cheap enough already especially for never having items become out of stock.
