I follow the Neopets subreddit, and last week I saw a post about people being both happy and upset about some gift users received that contains rare items and stamps? How do I obtain this gift LOL.

Hmmmmm if it's specifically a Halloween thing they might have been talking about the Trick or Treat Bags. They're basically Halloween-themed capsules you collect by visiting different shops and locations.
