Do Valentine Card Sets actually have valentines to send out?

I'm looking for cute presents for friends and saw a bunch of those valentines sets. Do you actually get to send valentines with them? or does just sort of just sit there? xD

 

Anyone know?

They're just ordinary items, you don't get individual cards if you buy the set... They're just that: a set of cards :P
