I tried searching on Dress to Impress, and seeing if I could preview the item on any Baby or Maraquan pets, and I didn't find any previews for it. It doesn't appear on Mutants either, so I would assume that this foreground can't be used on Baby/Maraquan/Mutant. I double checked Spritzie's theory and I believe it's right on target. It makes sense to me that varying body shapes of baby/maraquan/mutant would prevent clothing from being something TNT spends time making work (and we've seen how much bank they make on baby specific clothes, and now they've rolled out maraquan stuff so...) but it is weird that they have a foreground that doesn't work.
