I bought a paintbrush to paint my neopet with and went to the Fountain and got this message: Sorry, the fountain isn't working right now! Unfortunately it seems that too many Neopets have bathed in these magical waters and have used up all the fountain's magical power. The rainbow fountain is a quest reward if you get lucky enough to get a Fountain Faerie Quest and complete it!
