Is there anywhere that I can find reasonably priced backgrounds? I mean seriously, some of these backgrounds are like a million neopoints. It's unreal. I just want to give my pet a happy home. :|

I hear ya! I've had some luck in the Second Hand Shoppe. You just have to be really patient. Some user shops are actually really fairly priced, the hard part is finding one. Did you have a specific background in mind?

You can look up backgrounds on the TDN website, and to see approximately how much they cost, you click on the background that you like, and it shows the price in the bottom right-hand corner.

I like to use jellyneo sometimes to search for prices of items. I think their item database is really good. If you want to check it out here are all the backgrounds listed by price (cheapest first)

it really depends on what you're going for.. i use http://newimpress.openneo.net/ on a regular basis to see whats available, and then look up the prices of the 4 or 5 i narrow it down to. sometimes the best ones are worth saving up for though!
