The cheapest way to get it is to be really lucky and get all nine pieces in random events. :P The next cheapest way in to painstakingly find them all individually, which involves finding some in user shops, and some in the Auction House/in the Trading Post. This method involves keeping track of which ones you have, and is cheaper from anywhere between about 25k to 100k (maybe more, those are just estimates). The other way is to go to the trading post and just find a trade that has all nine, but make sure that the trade has nine different pieces.
