Navigation Issue

Is there any way using any web language to make a navigation bar where everything is a column. Then, when you click on something, it scrolls, so your selection goes to the top, and then there's a divider bar, and then the detailed pages come scrolling into view from the bottom? Thanks.

Sounds like a cool idea, but it sounds like a Flash kinda deal. If you find out how to do it with code, I would like to know too.
