This would most likely be based on the characteristics of the Neopet in relation to the characteristics of the item (my Gelert has used Magic Wand in the past with no visible affect but after I used it recently its' HP somehow increased from 36 to 40 despite being Level 18 without a Faerie Quest). I've tried using the Christmas Magic Wand on my newly "created" Neopet who recently became Lutari but there hasn't been a visible affect so far.
