Please check your user inbox to see if you have been contacted regarding this topic. Per the reason above, this topic has been MOVED from ‘Questions, Help and Suggestions’ to ‘Neopets Help’. Well, if it's just one item and you don't expect anything in return, the best way would be through the inventory. Go to your inventory and click the item. On the window that appears, there will be a dropdown box. From the list on the dropdown box, click "Give to Neofriend" and then click the "Submit" button. On the new page that appears, type the person's username into the blank box and hit "Submit" again.
