Bart's Disturbing Hat? ('A')

DAT. HAT. THOUGH. So what is it with Apple Bobbing Bart's hat? Some sort of a story or lore to this? I've tried to google about it (without finding any real info.) since sometimes, while bobbing for apples, my Neopet will see a reflection in the water that is evidently Bart's hat. And then it states that my Neopet feels disturbed doesn't sleep well that night. I laugh every time. What is with his creepy hat? O_O

I looked up "bobbing" in the Neopian Times and found this:

 

"Now you know my dirty secret. I have such a large beard that when my hat is on, people just assume that I have hair. I don't let anyone get near the hat for fear that might guess what was, or in this case, isn't, underneath," replies Bart dismally.
