If you don't know how the make the site, I'm sure you'll be able to find a suitable premade. There are WAY too many out there not to start with one, at least. It's unlikely you'll find someone happy to code a layout for you when you're not established. You could just as easily start up the site, then run off and never go anywhere with it. If you mean a site off Neopets - same applies. There are thousands of FREE ready to use templates out there for this exact purpose.
