Part Thirteen won't work

Everybody complains about the water plant in part thirteen usually, right? Well, I'm having trouble getting there. For some reason, the game won't let me. I went to the beast at the top of the path near the rock quarry, and it forbade me from taking the necklace. Then I clicked on the blue circle near the archives and went to the water plant, where they said I couldn't come in. Since I was following the walkthrough, I clicked "Return to Altador" and visited Follies Farm, where the farmer ranted about his water overflowing. I clicked "Return to Altador," then clicked on the water plant again, fully expecting to have the open door and puddles of water there so I could begin the really, really annoying challenge. Except... they weren't there. The water plant was exactly the same as it had been before. I re-visited the farm, and even re-did the whole process a few times, just to make sure I hadn't forgotten to press continue somewhere. But it still won't work.

What am I doing wrong?!

It seems like you've got everything down, although you might want to check over some earlier steps just in case. Try clearing your browser's cache. :yes: That should clear things up (and this guide contains a reasonably simple solution for the water plant).

I was actually going to suggest that. Clearing your brower's cache!

 

Actually, the water plant isn't all that difficult. I didn't understand the plot explanations on TDN at all (it was late) so I was doing it at random then I suddenly got it. I was like - wha...? But. :) To me, it was a million times easier than the petpet, so if you got through that, you can get through everything.
