Anchors on Pet Page

Okay, so I am making my first application for a pet and I cannot for the life of me figure out why the anchors for the page will not work. I have them on other pages and they work fine. And I THINK I have used the exact same coding. So why can't I get them to work?

 

I have spent countless hours on this and am at the verge of giving up, but the page REALLY needs the navigation because it is pretty long to just scroll through.

 

I have coded it two separate ways, I DID code it using div for each section, and YES, I can get the navigation to work that way. However, with that coding, I have the ugly scroll bars that just mess up the "look" of the page. That page is here if anyone cares to look.

I'm not too clear on the page structure, but off the top of my head... shouldn't the ID attributes be on the elements containing the content, rather than the navigation buttons?

Looked at that site (great site by the way), and double checked everything ..... it all looks exactly like that to me, unless I'm missing something.

 

Still .... nothing :-(
