Have they changed this recently? Because I definitely transferred a pet to a side a few days after creating it (the side, not the pet), though that was a while ago... o_O After a check of the Neopets FAQ, it seems to imply that the rules are the same as they used to be, but I certainly could be wrong. However, it is true that an account under 4 months cannot receive an LE/Restricted pet (as well as pets above Lv. 2 or painted certain colors), so unfortunately the answer to the original question is indeed no.
