I did, so I'm wondering if that has something to do with it. Perhaps it is each n-th person who visits. That would explain the seeming randomness of it and also the "meets the requirements". Perhaps you have to visit on even seconds or odd seconds or something. This could be rather difficult to figure out espeically if there is more than one requirement.
