Water plant help

I went to the rock quarry, then the water plant, then the farm and back to the water plant, but it wont let me do anything. the door is still closed and i have no clue what to do. any ideas/help..

I always found it best to retrace my steps from something that im sure i did. Go back to a point and just go through the guide and try to do everything until you actually find what you missed.
