Mimii
Well as far as computers are concerned a cache is a place where your computer stores temporary files to help speed processing up. For example if you visit Neopets a lot your computer stores pictures and information that it sees on Neopets onto your computer so that when you go to Neopets it takes half the time to load. Sometimes you need to clear it because over time it can store tons of information and actually make your computer bogged down. Sometimes if it stores certain information it will refuse to change that information, even if the information needs changing. This is usually when you have to clear it so that whatever you're trying to do will work.
Strategos
If you're using Internet Explorer, you can clear your cache by going to Tools, then Internet Options, then Remove Saved Data, or something like that. I really can't remember. If you're using Safari, you can clear your cache by Safari -> Empty Cache.
