Is it possible to decrease a pets level? Sound weird but it will make training a lot less expensive in the long run, just wondering whether it can be done, Thanks!

Yes, it can be done, but it won't make training less expensive in the long run.

You could use the lab ray, although it'll have a price (1 mil for the whole set)

 

I don't think there's a negg that decreases your level, only other stats.

 

For now, you could always build up your other stats to the maximum of your level's balance :)
