i too have been wondering about that code for quite some time, but upon doing some research, i found out that it was supposed to be part of an abandoned plot that was started by TNT. most likely, even if there is a "correct" code, it is different for everybody, and the only way to obtain it is to run a number generator.

I read that it was supposed to be used for the "Return of Dr. Sloth Plot", but it was never used and no authorization code was ever released.

I heard that it was a part of a plot that never got released. If you want an official answer from Neopets, you could write in the Editorial in the Neopian Times, but there is no telling if they're going to answer your question.
