Have you gone to the Dreamyard? Its at the rightmost point of Striaton City. Talk to someone there and he gives you one of the grass/fire/water mokeys, depending on your starter.

But there is still like 5 or 6 trainers there, but you only need to fight like 2 or 3 to get Pansear.

But you need cut to fight the rest of the trainers, and to get cut you need to beat the gym. Also, did you fight Cheren in the trainers school?
